Congo’s First Stock Exchange Aims to Unlock Value from Critical Minerals Boom

The Democratic Republic of Congo is set to launch its first stock exchange in 2027, which will include the Congolese franc and the US dollar. Finance Minister Doudou Fwamba Likunde Li-Botayi told Bloomberg News that the new exchange will allow the country to benefit from the growing demand for crucial minerals that will fuel the AI revolution.

“The reality of our economy is that it is strongly dollarized,” Li-Botayi said in an email response, highlighting that more than 95% of total banking system deposits and over 80% of public securities are held in dollars.

He continued: “We are building for the market as it exists today, while keeping sight of where we want it to go.”

Congo launching its first stock exchange

Congo produces the largest amount of copper in Africa, accounts for 70% of the world’s mined cobalt, and has the highest-grade hard-rock lithium deposits. All minerals are essential for AI infrastructure. Consequently, the International Monetary Fund predicts that Congo’s minerals could place the country’s economy as the fifth-largest in Africa, according to Business Insider Africa.

Opening the country to foreign investors

The government will also open up the economy to foreign investors. In April, Congo raised $1.25 billion in its debut eurobond and attracted bids for four times the amount. It delivered returns of approximately 3%, outperforming the rising-market average. Whilst the Congolese franc has weakened against the dollar this year, it follows a 21% increase in 2025, according to Bloomberg.

Li-Botayi stated that mining firms will be a priority for stock market listings, but added that authorities will work with businesses to facilitate initial public offerings and encourage public participation in markets.


“We want Congolese people to be able to own a piece of the companies that drive this country’s economy,” he said.
